When I saw Vitter on TV, He emphasized Giuliani's "strong" leadership after 9/11. I suspect he's helping to foster the hero of 9/11 myth to make Blanco and possibly Nagin look bad by comparison. Or just help foster some absurd notion that Repubs showed strong leadership after 9/11 -- they grabbed a bullhorn after order was restored-- and Dems were weak after Katrina.
Or maybe he's just trying to hitch his wagon to a rising star.

I have to agree with your later sentiment, David.
Vitter is just not that smart. To me, his biggest negative is that he is really a second (third?) rate Senator who will never reach the prominence of a Bennett Johnson, John Breaux, etc. Same goes for Mary, except she seems to at least have better advisers. Vitter seems to have two strategies: brown nosing and not-brown nosing.

I'm sure it's mostly the latter. Shortly after I made that first comment I heard Jim Brown engage in the speculation. He even used the same cliche and actually speculated that Vitter might be angling for a place on the ticket -- I'm not making this up.
But I suspect that the first line of reasoning entered his head. These Mayberry Machiavellis (bayou Byzantines?) have nothing better to do with their time than try to dream up stupid non-existent angles. Remember, this is the same bunch that dreamed up reelecting Nagin to make the GOP look better.
