Celcus:Representative Cao might just have done more to help the recovery of the city in a month and a half than Bill Jefferson did three and a half years.

Cao seems to have put his finger on a very large problem with the recovery of the city, the bottleneck of FEMA funding. Here is one time when I will actually defend our transparent Mayor, C Ray; without the full release of the funding, projects cannot progress.
Cliff:I vote for everything else anyone is pissed about being put on hold while we get together to fight crime and FEMA.

I'm missing the connection here. What has the alleged harrassment of the local FEMA chief of staff to do with the disagreement between FEMA regulators and the state/parish/city agencies trying to get recovery funding? Are we to imply that disgruntled FEMA employees are monkey-wrenching the process? What sense does that make? And what evidence is there to support this strange allegation?
Credit the politicians for pushing FEMA to take action to resolve the harrassment allegations, but what has that got to do with the pace of our recovery?

Yes, I am implying (or agreeing with Celcus' unstated and perhaps unintended implication) that someone at FEMA is purposefully "monkey-wrenching the process" and that the problems go beyond harrassment.
Well, exactly how "purposeful" the delays are...I don't know.
Whatever the reason, the delays, whether due to incompetence, foot dragging or some sinister scheme have been positively appalling and devastating to what passes for a recovery around these parts.
But I am quite impressed that a member of the party which runs on, the evils of the "Gov'ment Bureaucrat" and then positively delights in proving themselves right actually did something about it.
What's even more awesome about Cao is he defied the party line that it's all the fault of the "Demorats" in state and local government, and rightly called out the feds for their incompetence.
